Unidentified Plant Parts drop from various mobs and herbs in Zangarmarsh. They can be handed in to Lauranna Thar'well at Cenarion Refuge as part of a repeatable quest to gain reputation with Cenarion Expedition. 10 parts can be handed in at a time, and each hand-in gives 250 reputation (275 for humans) and is repeatable until honored.
The hand-in yield a 
[Package of Identified Plants] which have a chance to contain a 
[Uncatalogued Species], which can be turned in for 500 reputation (550 for humans). This is repeatable until exalted, but there is no way to get these after you are honored. If you are going for higher rep, it would be a good idea to save these for the long grind from revered to exalted and use easier repeatable methods for the lower levels.
Most mobs in Zangarmarsh will drop these parts from time to time. Herbalists will also find that they drop from the various herbs in the zone, and also when they 'skin' the bog giants in The Dead Mire and The Spawning Glen.
The parts can also be sold to vendors or other players on the auction house.
