Tortured Riflemen can be found in Sword's Rest of the Halls of Reflection in Icecrown Citadel.

Shoot (Heroic mode) 40 yd range — Shoots at an enemy, inflicting 2775 to 3225 Physical damage. 1.5 sec cast. 4163-4837 on Heroic
Cursed Arrow 40 yd range — Shoots a cursed arrow, increasing the Magical damage taken by the target by 50%. Instant. Curse. 15 sec duration (4 sec cooldown)
Frost Trap — Place a frost trap that creates an ice slick around itself for 30 sec when the first enemy approaches it. All enemies within 10 yards will be slowed by 50% while in the area of effect. Trap will exist for 30 sec. Only one trap can be active at a time. Instant. (30 sec cooldown)
Ice Shot (Heroic mode) 40 yd range — Shoots an enemy, inflicting 4275 to 4725 Frost damage and stunning the target for 2 sec. Instant. Magic debuff. 5700-6300 on Heroic (4 sec cooldown)
