Tom Chilton is the [Blizzard] employee who often goes by the alias Kalgan. He is Lead Designer responsible for game systems and balance in World of Warcraft.

Kalgan is also responsible for the overwhelming power imbalance warriors carry with them into PvP. Kalgan loves his Tauren Warrior and absolutely despises losing. Once on a late Wednesday he lost a 2v2 to a Warlock+Druid combo, and immediately set out the next day with one thing on mind: being certain that he'd never again lose to a Warlock. Unlike most players, he can simply change the game instead of gaining more skill. This is why patch 2.3 is specifically designed to turn Warlocks into the old class they were, the one that was easy for everyone to kill.
He was formerly one of the lead designers for Ultima Online. Possibly the soul reason WoW is also imbalanced.
