Patch changes

Patch 4.0.1 (2010-10-12): This glyph now increases the critical strike chance of Fireball by 5% (previously reduced cast time and removed the damage over time effect).
Patch 3.3.3 (2010-03-23): No longer increases critical strike chance of Fireball. Instead, it now reduces the cast time of Fireball by 0.15 seconds.
