I had previously heard somewhere (probably in Thottbot's comments, argh) that the maximum speed a player could go under their own power was 200%. Since then, I've gotten an epic mount, and I can also confirm that speed boosters work. I think with all 3 you can get up to 218%.

The info I added about warlocks/paladins automatically receiving riding skill when they complete their quests *might* be incorrect. When the 1.12->1.12.1 transfer occurred, those classes automatically got riding skill appropriate to the mount they had received without needing to have had a racial riding skill.
