It's possible back then that was the only way to have them friendly to both factions... by giving them a faction, otherwise they'd be aggressive, like the other dwarves were in that same area. Only recently were they changed to neutral. Just my theory anyway. Cause if you notice anything from vanilla WoW that they wanted you to not be able to kill, get quests from, or work with has a faction tied to them... and if they didn't have a faction tied to them, they were aggressive.
