The quest level on all of the entries says level 60. This is not correct. I fixed the only one that I know for sure; the turn-in for the Minor Darkmoon Prize appears as an option at level 15. At level 14, only the Darkmoon Flower and the Darkmoon Storage Box were available, but I do not know how early they appear. At level 15, the Minor Darkmoon Prize was also available. At level 19, those same three prizes were available.
On the quests that grant tickets, the situation is similar. I could see the Tier 1 and Tier 2 turn in options, but no more.
