The Scarlet Onslaught were once the Scarlet Crusade, and have traveled to the Dragonblight of Northrend in their hopes of defeating the Lich King.[1]
The Onslaught appears to have even lower moral scruples than the original Scarlet Crusade, as they now accept death knights and shadow priests within their ranks. (Ironically, according to [The Path of Redemption], these are supposed to be the most faithful.) They are led by High General Abbendis (the last of the original founders, as Highlord Mograine and Grand Inquisitor Isillien are dead at this point), who now resides in the cathedral of New Hearthglen.

Speculation

Three of the people shown in the Hall of Champions were lost during a Scarlet expedition to Northrend, so their base may be left over from that. This is also supported by the fact that Barean Westwind is present here and still alive.
Players will violently meet the Scarlet Onslaught, so it is unlikely they will be a friendly faction in any way.[2] The size of their town also hints they are hostile, as larger bases are generally for questing and functional towns are generally smaller.
