To craft Primal Mooncloth, a Tailor must stand inside a Moonwell, such as the one at the Cenarion Refuge in Zangarmarsh. Crafting Primal Mooncloth yields a "Moonwell Restoration" buff, giving 12 health and mana per 5 seconds, which lasts 60 minutes.
The cooldown on the crafting is 96 hours (4 days). Tailors with Primal Mooncloth Specialization will obtain two pieces of Primal Mooncloth from the mats for one.

You can obtain a pattern allowing you to create this material from Nasmara Moonsong in Shattrath City's Lower City.
