To Get This Quest
Brave Moonhorn gives this quest, and can be found at the top of The Great Lift (The Barrens side). Speak with him to receive the quest.

Details
To get to Freewind Post, simply go down the lift and follow the road. It will fork shortly, you will want to head to the left (east). Keep going and you will come to another lift heading up to one of the needles. The town is on top, so take the lift up.
