When you accept the quest "The Pledge of Secrecy" from Oglethorpe Obnoticus, you are given [Oglethorpe's Pledge of Secrecy]. Signing (using) that pledge results in this item.

The quest is completed by giving Oglethorpe the signed pledge, thus completing the second part of quest chain leading to Gnome Engineering specialization.
