Krinkle Goodsteel is the Blacksmithing Supplier in Gadgetzan. You can find him near the forge and anvil on the south side of the town.
He starts the quest Fire Plume Forged which is part of the quest chain to get the key to Scholomance.
He also occasionally sells the plans for the 
[Golden Scale Coif].
