Improved Psychic Scream reduces the cooldown of the Priest spell [Psychic Scream] by up to 4 seconds.

Depending on your play style, the reduced cooldown can be a life saver or a point waster.
Considered a more PvP-oriented talent.
A typical, non-modified, psychic scream lasts 8 seconds, so this reduces the amount of time between the end of one scream and the beginning of another. However Psychic Scream can still be resisted, dispelled, or other wise countered in PvP, making its use as temporary crowd control limited.
Paired with [Vengeful Gladiator's Satin Gloves] or [Vengeful Gladiator's Mooncloth Gloves] the cooldown can be further reduced to 24 seconds, greatly increasing the frequency of the spell.
