Subdued Abyssal Seahorse is a quest reward from The Abyssal Ride. It increases swimming speed by 450%, which results in speeds similar to flying mounts above land. "Aquatic environments" does not include water in the Eastern Kingdoms and Kalimdor (where the Seahorse may not be used), and may be limited to Vashj'ir.
