Functionality

If you are the only target, the mob will still attack you.
It is notoriously ineffective in raids, especially due to it's melee requirement for a ranged damage based class.
Because it is a melee attack, it can be blocked, parried, dodged, or just plain miss.
The amount of threat reduction is tiny comparing to average hunter's dps at level 70.
Given the above limitations, together with the high effectiveness of [Feign Death], Disengage is hardly of any use to higher level hunters.
