The death knight is available to all races on any server.[1] When originally released, death knights could only be made on a server that had a level 55 or higher character on it; this restriction was lifted in patch 3.0.8, and now death knights can be made on any server, provided there is at least one level 55 or higher character on your account.
Note: There is still a restriction to one Death Knight per realm.
Races
As the Lich King did not discriminate when raising those who fell against him, any race can be a death knight.
The Cataclysm races, Worgen and Goblin, will also be allowed to become death knights. Worgen death knights are former slaves of Arugal. These former gilnean citizens of Pyrewood Village managed to escape the wizard's control only to fall prey to the Lich King. They later regained their free will during the Battle for Light's Hope Chapel along with the rest of the death knights.
Raised Goblins, probably from the affluent and far-spread Steamwheedle Cartel, may have decided to join the Knights of the Ebon Blade after the battle of Light's Hope Chapel, or maybe if stretched, decided to sell their services to the Horde, as war's a profit, and the Forsaken may have helped the undead image's apeal to the Orc's and their allies.
