[Blink] or Slow Fall.

The tome is found at [42.2, 19.1] in the Ancient Tome on a bookshelf in the Athenaeum of the Scarlet Halls behind Flameweaver Koegler. Koegler must have been defeated and looted before the book will become lootable. The tome is available in both normal and heroic mode.

The 
[Ancient Tome of Portal: Dalaran], sold in Dalaran, can be purchased and used at the same level, allowing the creation of a portal to transport group members to the same location, but requires having obtained this item beforehand.
